PPE is Required in All Animal Areas at All Times

Contact DLAR as soon as possible if you have any planned colony expansions. - DLAR is almost out of procedure room space!
This is especially true as DLAR prepares for and during the upcoming renovation project. If you will need additional procedure room space for your projects, please contact DLAR as soon as you can. We will do our best to find an appropriate space for your project.
Preparing fort he Renovation Project
The renovation project funded by the National Institute of Standards and Technology (NIST) will be starting this fall. The project will be split into multiple phases and will include the relocation of some animal housing and procedure space. The first phase will be to expand DLAR to the west into the adjacent space formerly occupied by the UTMC tissue typing laboratory. Subsequent phases will reconfigure impractical or unusable space into animal housing and procedure rooms. Additionally, the BSL-3 area will be expanded into adjacent DLAR space. More information on construction schedules and relocation plans will follow soon.
After Hours Visitor Sign-In Required
All visitors are required to sign-in prior to entering the DLAR facility. This includes after hours (weekends, holidays, or after 4:30 PM, Monday-Friday). A visitor sign-in sheet is now located on the door to the DLAR main office for after-hours use. As a reminder, visitors may observe only and must be accompanied at all times. We thank you for your cooperation.

PPE is Required In all animal areas at all times
As an important reminder, PPE is required in all animal areas at all times. This includes during standard working hours, after hours, on weekends and on holidays. This is regardless how long you will be in the animal area/room. The proper use of PPE prevents the spread of pathogens from one room to another, which keeps our animals safe and healthy, and prevents confounding factors in your research.
This policy is strictly enforced and those found disregarding this policy are subject to compliance reporting to the IACUC. As a reminder, DLAR is under camera surveillance 24 hours per day, 7 days per week..
Reverse Osmosis Automatic Water Update
Following a few unexpected delays, we are excited to announce that the startup date for our newly installed and upgraded RO system is April 15th. The process will take approximately 1 week and will include animal rooms 036, 037, 050F, 051B, 051F,053, 054, 055, 056, 057, 058, 062, 063, 064, 065, 066, 067, 068, 069, 070, 071,072, and 073. This is to be a seamless transition with no gaps in water access to animals currently on automatic watering. Contractors and company representatives will be on site to assist in the process. Our hope is to eventually migrate the remaining animal rooms onto this system in the near future. We will be sure to keep you updated if/when that will happen.
Included with our new and upgraded system is a cloud based monitoring system (Watchdog EX) that will offer real time information on water flow, room temperatures and light cycles. If at any point the system detects a water leak or a change in room temperature or light cycle, a notification will be sent directly us. This will allow us to track these parameters, again, in real time and identify any concerns immediately. If you are interested in learning more about this system, please visit this website: .
This was a truly collaborative effort, and we want to thank our wonderful PI’s, researchers, and DLAR staff for their patience and understanding through this process. We are very excited to implement this very positive improvement to our animal care program!
Technical Procedures & Training
Prior to performing any procedure on live animals, you must first successfully complete the required DLAR training class. Performing procedures without training is a violation of federal animal welfare regulations, IACUC guidelines, and the protocol. If you need to perform a procedure you have not been trained in, you need to signup for the applicable training class prior to conducting that experiment. For more information about training, see the DLAR training webpage.
Entry Into The Vivarium
As a reminder, all research staff are required to swipe into the vivarium using their proxy card at either of the two vivarium entrances. Please do not use the DLAR lobby entrance as your main entrance to the facility. If you forget your proxy card or it is not working, please come to the DLAR main office to request a temporary proxy card. Thank you for your cooperation with adhering to our security procedures.
Animal Procurement | Animal Requisitions vs. Animal Imports
Animals Requisitions include the procurement of animals from one of our approved animal vendors. Animals Imports include the procurement of animals from an outside institution or an unapproved vendor. Regardless of how animals are received, they must be acquired through DLAR. Animal charges are allocated via Concur to your index after animals arrive and DLAR receives the vendor’s invoice.
Animal Imports

PLAN AHEAD! The import process can take several weeks to months.

DLAR must receive a completed Animal Import/Export Request Form before the import process can begin.

The receiving institution must meet DLAR’s animal health requirements.

Animals are quarantined upon arrival and will be released once quarantine testing results have been reviewed. This can take up to several weeks.

Various fees apply when importing animals from an outside institution.

Animal Exports to outside institutions follow a similar process.

humidification improvements
Over the next couple of weeks, Facilities will be upgrading the humidification system for the basement of the Health Education Building, which includes DLAR. These upgrades will improve humidity control in DLAR. This work should be completed around the end of March.

DLAR Services Requests
Winter Break runs from Dec. 25th, 2023, through January 1st, 2024. The DLAR office will be closed during that time. Animal care staff remain on site, however, on shortened schedules. Please be sure to contact DLAR as soon as possible if you would like to schedule services such as weaning, post-op monitoring, special water/diet, etc. during the winter break and/or holidays.
animal orders & deliveries
Animal orders and deliveries will be interrupted during the holidays. Important information regarding animal order due dates and vendor delivery schedules will be emailed to all researchers.
ro automatic watering update
The final phase of the new RO automatic watering system has begun. Current animal room relocations will remain in place through the new year. Minor construction in existing animal rooms 036, 050F, 051B will begin in a few weeks. Disruptions are anticipated to be minimal. Animals will be monitored very closely. More information will follow with notifications sent to the users of the affected rooms.

Before DLAR access is granted, all personnel must:
- Be listed on an approved protocol in section B.2 Personnel in IRB manager.

- Complete the IACUC required CITI training.

WELCOME BACK RESEARCHERS!
Welcome back to UToledo for fall semester to our researchers and students. We are happy to see everyone back on campus and in our vivariums. Please remember the following:
- New lab staff must be added to our IACUC protocol and complete all required IACUC and DLAR training before gaining access to the vivariums.
- Researchers must reserve time in any DLAR space. Instructions on how to do this may be found on our website at utoledo.edu/depts/dlar.
- You must create a reservation for each area/room requested.

Just a reminder that animal requisitions are due into DLAR by Noon on Wednesday if you expect to receive your animals the following week. Requisitions received after the deadline will be placed the following week.

To help us distribute important information to you in a timely manner, we have created Newsletter & Announcements web pages through our DLAR website. These web pages can be accessed from the drop-down menu on the right side of the DLAR website.
From here can access the current DLAR Newsletter, previous editions in the DLAR Newsletter Archive, and the Announcements page. The announcements page will be used to share information that needs to be disseminated in a timely manner or between newsletters. This page will contain all the critical updates on our current and upcoming construction projects. The announcements page is also available by clicking on the “ANNOUNCEMENTS” link located on the DLAR home page just below the AAALAC accreditation seal.

animal requisitions, animal transfers and animal imports/exports submitted through
z drive beginning october 2nd
Beginning October 2nd, our animal requisition, animal transfer, and import/export forms will no longer be accessible through our DLAR website. All forms will be accessed through a departmental Z drive folder; Z:\DeptLabAnimalResearch. IT will grant all PI’s and relevant lab staff access to this folder. There you will find a subfolder labeled UTResearchers. Inside you will find:
- Animal Requisitions
- Animal requisition form and instructions
- Animal Transfers
- Animal transfer form and instructions
- Animal Imports/Exports
- Animal import/export form and instructions
- Supplemental Information
- This folder will contain helpful information that we feel is important for our researchers to have access to.
Please take some time to explore these folders, what they contain, and how to complete and submit forms. Any questions, please do not hesitate to reach out to DLAR.
dlar test bank training notifications
We have received several emails regarding researchers receiving notifications from Test Bank that some of their DLAR training has expired. As announced in our Spring Newsletter, DLAR is applying expiration dates to all of our training courses. This is to further ensure the health and safety of our animals, staff, and researchers. While we work through implementing this new process, please disregard the notifications from Test Bank regarding any expired DLAR training unless you are otherwise notified.
aseptic technique and surgery training
There are new requirements and changes to our Aseptic Technique and Surgery Training course.
- In addition to the videos and articles that must be reviewed prior to class, there is now required “homework”. Students must reserve a procedure room and fill out a green surgery monitoring card according to their specific surgery.
- Suturing lessons may be conducted in a separate training session.
- Kim is now teaching the hands-on course, and Dr. Root will observe the first surgery the student/lab performs after training.

Authorized access to dlar facility
Just a reminder, please do let anyone into the DLAR facilities just because they say they are allowed, including UToledo employees. Not all UToledo employees or contractors are authorized to enter the facility. If someone asks to be let in, please ask he/she to go to the DLAR office located at HEB 012 to gain authorized access.

HAPPY SPRING! Spring is here and while we love the beauty of winter, we are happy to see the color and sun of spring return. This edition of the DLAR Update provides details on process improvements, reminders, training notifications, and more! Please take a few minutes to look over this valuable information.
Breeding records reporting process
DLAR has historically required monthly Breeding Records. These records are used to deduct the number of animals born each month from the total number of animals approved in your protocol. This is important as it helps DLAR prevent a PI from going over their approved number of animals.
- Exceeding the number of animals approved in your protocol is a non-compliance.
- DLAR will notify you if you have used 80% of your approved total number of animals.
In order to achieve this goal of assisting PIs to stay in compliance, DLAR is asking that labs submit their Breeding Records to DLAR by the 3rdof each month.
- We’re not asking you to change your process on how you collect the data.
- If you already have a system that works for your lab, please continue doing it!
- For those of you who have been consistently submitting them each month, we extend our gratitude!😊
- You’re more than welcome to submit it early!
A few notes:
- Breeding Records should represent 30 days’ worth of new pup counts.
- You are expected to countall pups born, including those that were born alive but perished prior to weaning.
- You can use the DLAR animal death email notifications in circumstances like this to help with your count.
- If a litter was born but is later reported as “missing” (a.k.a., cannibalized) on a DLAR death notification slip before you are able to count them, you do not need to include them in your Breeding Record.
- If you feel the pups are too young to count at the time Breeding Records are due,
no problem! Count them when you’re comfortable counting them and include them in the
following month’s Breeding Record.

dlar training notifications
We have received several emails regarding researchers receiving a notification from Test Bank that their rodent handling and restraint is out of compliance. DLAR is currently in the process of implementing several new training requirements:
- Every 3 years, all animal users will be required to show proficiency by attending
an
in-person rodent handling and restraint class. This will be a condensed version of our initial training course and will be scheduled to limit disruption to our busy researchers’ schedules. - Yearly, all animal users will be required to re-take the DLAR Orientation course through Test Bank -online only.
- Yearly, all animal users will be required to re-take the DLAR Hazard course through Test Bank - online only.
These training reviews are being implemented to ensure the health and safety of our animals, staff, and researchers. We are still in the early planning period for these requirements. Until you hear further communications from DLAR, please disregard the notifications from Test Bank regarding any expired DLAR training.
new euthanasia/necropsy room
Room 040D has been converted into a new euthanasia/necropsy room. This room is located next to our pig runs and can be accessed through the security access doors in the main hall, through room 039, or through the surgery area past room 043. If you need help locating the room, please see any DLAR associate!

There are a few items that the DLAR would like to bring to your attention to ensure everyone has the relevant information.
Daylight Savings time
Daylight savings time ends Sunday, November 6th at 2:00 AM. Don’t forget to turn your clocks back 1 hour Saturday evening. The time change will also impact light timers in DLAR. The timing for lights beginning Sunday will be on at 6:00 AM and off at 6:00 PM.
animal requisition Forms & Submissions
When submitting animal requisitions, please remember to use a new form from the website
each time. This form can be found on our webpage /depts/dlar/
animaltransfersrequisitionimportandexport.html. Animal orders must be received by
NOON on Wednesday for orders to be placed on Thursday. Orders received after the deadline will be placed
the following week, pending availability with the vendor. Orders placed on a form
that is not current will be returned to the requestor for resubmission on the correct
form.
Plan ahead for thanksgiving holiday
Many of our animal vendors are adjusting their schedules for the Thanksgiving holiday.
- Jackson Labs: Jackson Labs will be closed on November 24th and 25th. Due to the closure, they are not scheduling any deliveries in our region between November 28th and December 2nd. They recommend that any critical orders be placed no later than November 17th for delivery before the holiday. They will resume regular shipments on December 2nd for delivery on December 5th.
- Envigo: Envigo will be closed on November 24th and 25th. They will resume normal business hours on Monday, November 28th. For deliveries the week of November 28th, they recommend that we place orders no later than Monday, November 21st. This means the last animal order with Envigo before Thanksgiving will be placed November 17th.
- Charles River: Charles River will be closed on November 24th and 25th. The last day for orders will be November 17th for delivery on November 29th.
- Taconic: Taconic will be closed on November 24th and 25th. The last day for orders will be November 17th for delivery on November 29th.
import and export of live animals fee increase
In September we announced a price increase for import/export supplies effective October 1st. A new Import/Export form has been loaded onto the website with the change. Please use the updated form when submitting Import/Export requests.
Currently, administration fees are charged at a flat rate of $90 for domestic and $150 for international. Unfortunately, this way of funding this service is unsustainable. Effective January 1, 2023, the method we use to calculate the administration fee will be changing. The domestic administration fee will be $90 up to 2 hours and then $45 per hour afterward for processing an import or export of live animals. The international administration fee will be $150 for up to 3.5 hours processing time and $45 per hour thereafter. Any orders received before January 1st will be grandfathered at the previous calculation method.
